Daniel uses the conjunction that was used to identify kings which had multiple names. This is demonstrated in 1 Chronicles 5:26 as Tiglath-pilser was also named Pul. The verse says "The God of Israel stirred up the spirit of Pul King of Assyria, that is Tiglath-Pileser King of Assyria." Daniel uses the conjunction similarly "So this Daniel prospered in the reign of Darius and /that is in the reign of Cyrus the Persian" Daniel 6:28
Ancient historians such as Herodotus in Histories 1:110-120 records that Cyrus was of mixed ethnicity with a Persian father and a Mede for a mother.
"It pleased Darius to set over the kingdom 120 satraps, to be over the whole kingdom" Daniel 6:1
"The King Darius wrote, To all peoples, nations, and languages that dwell in all the earth...I make a decree that in every dominion of my kingdom men must tremble and fear before the God of Daniel."
The only ruler over the entire world governmental system which is the Median-Persian empire (Daniel 6:8, 12, 15) is Cyrus the Persia. Darius is depicted as the world ruler over the Media-Persian empire so this supports him being Cyrus the Persian.
Daniel 10 starts out with a vision that took place "in the third year of Cyrus the Persian" (Daniel 10:1) This is important as the angel says "Also in the reign of Darius the Mede, I, even I, stood up to confirm and strengthen him" (Dan. 11:1) Daniel prayed and received an answer in the 3rd year of Cyrus the Persian but the angel says he strengthen the king in his first year and that was Darius the Mede. Darius the Mede is shown to be synonymous with Cyrus the Persia.
Furthermore, Darius the Mede is the King over Persia! Only Cyrus was the king over Persia in the first few years after the conquest of Babylon. After discussing strengthening Darius the Mede the angel says "three more kings will arise in Persia and the fourth will be far richer than them all" (Dan. 11:2). This meant that Darius the Mede who is one of the kings to rule over the Persian empire is Cyrus the king of Persia (Daniel 10:1)
